Assembly passes Sinlung Council bill


Aizawl, June 27: Mizoram legislative assembly today unanimously passed the
Sinlung Hills Council Bill, 2018, paving the way for creation of the Sinlung Hills Council in the north eastern part of the state adjoining Manipur.
Introducing the bill, state home minister R. Lalzirliana said that the main objective of the signing of the memorandum of settlement between the government and the erstwhile underground Hmar People's Convention (Democratic) on April two was
to give enhanced administrative autonomy in the sphere of socio-economic, political and cultural development of the
people under the jurisdiction of the Sinlung Hills Council.
Lalzirliana said that the
existing Sinlung Hills Development Council, which has no legislative support was to be rechristened as the Sinlung Hills Council by
an act of the state legislature.
According to the bill, the Sinlung Hills Council would have 14 members, of which
12 would be elected by the people and two members to be nominated by the state government in consultation with the council.
The council would be headed by the Chief
Executive Council (CEM) and assisted by four executive members (EMs) with the
general council meeting to be presided over by chairman of the council.
Inking of the memorandum of settlement
culminated into laying down of arms by over 100 cadres of the HPC (D) militants on April 13 last.
The state government disbursed Rs three lakh each to the surrendered militants as rehabilitation and resettlement package.
